The short version
The flip-flop is an annual Bureau of Reclamation water operation that cuts releases from Cle Elum Reservoir into the upper Yakima while increasing releases from Rimrock into the Naches, so that spring Chinook spawn at low flows. It typically starts in early September and runs about six weeks. For anglers, it means the river you fished in August is structurally a different river by October.
Every year, right around Labor Day, somebody drives over from the west side with a fly rod and a plan based on the last time they fished the Yakima, and the plan does not work. They fish the same runs. The runs are not there anymore.
This is not bad luck and it is not the fish being difficult. It is a scheduled event, published in advance, executed by federal water managers with a spreadsheet. It is called the flip-flop, and understanding it is the single highest-leverage piece of local knowledge on this river.
Definition
The flip-flop is the annual reversal of the Yakima Basin's two main irrigation-storage releases. Flows out of Cle Elum Reservoir into the upper Yakima are ramped down, while flows out of Rimrock Reservoir into the Naches River are ramped up. The Naches carries the late-season irrigation load so the upper Yakima can run low.
The Bureau of Reclamation states the purpose plainly: the operation exists "to encourage spring Chinook salmon to spawn at relatively low flows so that less water is required during the winter to keep the egg nests, also known as redds, covered."
That is genuinely elegant water management. If Chinook build their redds at high flow and the river then drops all winter, the redds dewater and the eggs die. So the managers drop the river first, the fish spawn at the low flow, and the winter river β which will be higher, not lower β keeps the redds submerged.
The scale is not subtle. In a representative year Reclamation described Cle Elum releases stepping down to roughly 200β250 cfs by about September 15, while Rimrock climbed toward 2,000 cfs by mid-September, with the whole operation running about 45 days from early September.

A caution before you plan around it: exact dates and flow targets change every single year with water year, storage, and fish needs. Do not fish the calendar. Check the USGS gauge at Umtanum before you drive.
Because a holding lie is not a place. It is a transaction.
A trout in a river is running a continuous cost-benefit calculation, and it is not metaphorical β it is measurable. Kurt Fausch formalized this in 1984: a stream salmonid's growth depends on energy taken in from drifting prey minus energy burned holding position and pursuing food. Fish occupy the positions where that difference is largest.
Both sides of that equation depend on flow.
The cost side. Holding in current is expensive, and trout are extremely good at not paying full price. James Liao and colleagues showed in Science that trout holding in the vortex street behind a cylinder actually reduce their red muscle activity β they let the eddies do part of the swimming for them, a behavior now called the KΓ‘rmΓ‘n gait. That is the physics behind "fish sit behind rocks." When you cut the discharge, the size, spacing and strength of every one of those vortices changes. The cheap seat behind that boulder may no longer be cheap, or may no longer exist.
The benefit side. Lower flow means a narrower wetted channel, slower velocity, and a different delivery pattern for drifting food. Some seams that were feeding lanes in August become dead water in October. Some soft edges that were unfishably fast become the best water on the river.
So the fish move. Not because they are moody. Because the arithmetic changed underneath them.
This is the part I care about, and it is the part no fishing report will tell you.
When you drop a river by half, you are not just relocating fish. You are running an involuntary experiment in stimulus control.
A trout that has spent August successfully feeding from a specific position has had that behavior reinforced hundreds of times a day under a specific set of conditions β that velocity, that light, that food-delivery pattern. Those conditions function as discriminative stimuli: signals that holding here and eating what comes by is going to pay.
Change the flow, and the payoff stops arriving. In behavior-analytic language, that lie goes on extinction β the behavior is no longer producing the reinforcer. And extinction is not instant. It produces a well-documented period of variable, sometimes frantic responding before the behavior drops away, followed by a search for what does work now.
Which is exactly what the river looks like for about a week after a big flow change. Fish in odd places. Fish moving. Fish eating things they ignored in August. Then it settles, new positions get reinforced, and by mid-October the river has re-organized into a stable, readable set of lies.
The practical translation: during and right after the ramp-down, stop trusting your memory of the river and start reading it fresh. After it stabilizes, the new map is reliable β and it is a much easier river to read at 300 cfs than at 1,200.
There is a nice symmetry here, and it is the whole thesis of what we teach: the trout is re-learning the river, and so are you. Same laws, different organism.
